I am not familiar with this equipment and the following description/testing is the best I can provide. My world is analog audio with some delving into old video techniques (professional and some consumer) and this MPEG transport processor is not something I have ever used or been involved with.

HISTORY:
Over many years in professional audio and the broadcast industry in general I sometimes am offered obseleted equipment (due to upgrades, not faulty equipment!) by industry colleagues “if I can find it useful” – this gear I never found useful for my needs!

T-VIPS MPEG Transport cProcessor
T-VIPS Connect solution is for monitoring and control of equipment in video contribution and distribution networks
This equipment (CP510) is ONE component of the solution, other components being the CP525 & CP540

Designed & manufactured in Norway
Model: CP510
Product release around 2010 (an eternity in the world of modern electronics!)
1RU standard 19″ rack mounted – 1/2 rack equipment
This means the full rack front panel is supplied but one half is empty, waiting for another CP510 to be fitted “next door”
Auto multi-voltage input 100V ~ 240V via an industry standard IEC socket

Transport Stream Interfaces
Inputs:2 DVB ASI per output transport stream
Outputs:1 dual DVB ASI
Connector:Female BNC
Input Bitrate:Max. 213 Mbit/s
Output Bitrate:Max. 213 Mbit/s
Here is a layout diagram of the rear panel with port designations

FEATURES:
Transport stream processing:Program and PID filtering.Output bitrate adaptationPSI/SI handling:PSI/SI regeneration.PSI/SI download and playoutInput signal monitoring:TR 101 290 Priority 1

Physical information (CP-510 Unit only)
Dimensions: 340mm x 220mm x 40mm High
Weight: 1.8Kg

COSMETIC CONDITION:
Very good condition
NO damage to the case or front/rear panel
All labelling is clear and easy to read

TESTING:
Prior to putting testing this equipment I had to take a look inside. Often, even if the equipment does not have a worthwhile purpose, the modules internally sometimes are very useful.
Nice little Cosel SMPS and the other item of interest (to me) is on the SFN Adapter board is the uBlox LEA-4A GNSS receiver IC – these are pretty nice, if you needed one for experimentation.
I really don’t know why the CP510 has access to the GNSS system (Global Navigation Satellite System) though, perhaps as an accurate timing source? (My guess)
I like to completely test anything I am offering (even when I know it was functioning fine previously) BUT I do not have the required MPEG signals nor even a GPS antenna to connect. Not even sure if this equipment does much “standalone” either so my “testing” is pretty basic.
Powered up – there is no ON-OFF button, it powers up immediately
Immediate the RED alarm led indicates. I do not know if this indicates a fault or simply that “hey, where’s the datastream?” type of alarm or even, “can’t find a GNSS signal.
After a couple of seconds (POST period perhaps?) up comes the GREEN power led
On the rear panel some channels look “ready to go” (GREEN leds) and one is ORANGE and pulsing, as though data is being sent and perhaps the unit is waiting for some sort of network response?
All vague I know but it’s the best I can do … I would expect that anyone interested in this equipment will know EXACTLY what to expect and have an idea of it’s operatability.
To reduce the overall packing size, I have removed the front panel strip (but the panel strip and all bolts will still be supplied)
